A lazy weight painting work by the one who did that job miserably. You can fix that yourself, when you have Blender installed and know where the FBX file for the top and the body base are located at.

Look up for "Weight Paint Tutorial" on Blender Version X.X (there are couple, look for the one which your version reflects, e.g. 4.5, 5.2, etc.). It is very easy to do.

@dearlybeloved If weight painting is too complicated (armature bone structures, combining two different weight paint areas with each other to have a no-clip zone and so on), you could also simply select the armature, switch into pose mode, select the shoulder bones, move them a bit where you will see the top clipping into the body and go back into object mode. From there, select the top, go into sculpt mode, select the "Inflate/Deflate" Tool, and simply inflate the shoulder area of the top a bit.

Brush strength might be important to not overdo it with weird looking edges.

@Dehaven That is, basically, a Blender imitation, yet it won't allow adding new meshes to your current stuff - and while someone is at Blender fixing a simple clipping (which has tons of tutorials for whatever someone craving for), they can create new stuff right away.
