Need help with Unity

Hi, I have a problem with Unity, For the past two weeks, my Unity do this whenever I try to open a project . I've tried all the solutions I could find online, uninstalled and reinstalled everything, but nothing works. This is the first time this has happened, and maybe I'm just being dumb, but could someone please help me?

the only i can think of is

1. ur package manager unity in C drive ? mayb try another ?
2. add excetiopn/allow the package manager to windows firewall/defender ?

i never get this...so can only think of this 2 as starter >.<
