TBH, i find it easier to just keep the hair in the prefab and just drag it into the avatar's head after messing with it on unity (bone sizes etc)

ik this is kinda old post but with vrcfury make sure u have "keep bone assets" on, or the align postion scale and rotation off

u could just slap hair on amature of head then add vrcfury toggle to it
