!HELP! Bypassing HWID ban on VRC

I've been HWID/IP banned for 2 years now, I thought I had it under control as It would be quite a few months before I would get banned again and I even got a new pc that helped a lot, but recently I got banned again and using the same method I've been using just isn't working, I get banned within 30 minutes of making the account and I'm unsure whats causing it. I use a VPN, new email, new steam, delete VRC files and reinstall, clear all my browsing data and history. It had always worked in the past and I'm at a loss. I was told It could be a steam user leak and that my only hope would most likely be using a VM which for me would be a pain just for VRC. If anyone has any idea's or proper ways to evade this please let me know.
P.S I will not download any random HWID spoofers off github...

Why are you IP Banned?
@kawaiikitties I used to be an obnoxious troll at the time of the HWID ban happening, since then I've started using my VR again and actually enjoying the game. The ban has probably been around for longer than 2 years since I recently turned 19 and was 16 at the time of the ban
