Is VRChat content upload server down currently (May 9th)? Cannot upload anything.

Guys. Got a cached copy of iY MMD world (a piece of file saved under "LocalLow\VRChat\VRChat\Cache-WindowsPlayer"). It's been told that the world can still be actived in offline debug mode. Anyone have idea of how to re-enter this world with this cache file?
