Daily Downloads not Refreshing, Please help!

Sorry if this is just me being a dumbass, I'm new to this site and saw there are 5 public models limited per day, I waited originally and saw that all of the publics I had obtained prior are now a day old, however I still haven't gotten a refill on the amount of avatars I can access, does it refill on a set timer? I just need context.
