Oh, I know what this is, it's basically the sailor Vaporeon head slapped onto that one Zoichi base body (not 100% sure where to get the Zoichi base, but you'd recognize it if you saw one of the dozens of avatars made with it).

The guy who was sharing it set a stipulation of a proof of purchase of the Sailor Vaporeon specifically from the ko-fi store
But theoretically it shouldn't be too hard to frankenstein it together yourself if you find the Zoichi base@Volttekka Please notify me if you do.

Its the whole project itself, you add it as a existing project in VCC from the top folder which is the vaporeon meme name itself
