DM restrictions and incoming messages

I have a question about the 5-reputation requirement for private messages.
I have more than 5 reputation, so I can start a chat and send a private message to another user. However, the user I want to contact has less than 5 reputation. If I send them a private message, will they actually receive and be able to read it? And will they be able to reply to my message, or does the 5-reputation requirement prevent them from replying as well?
I just want to make sure that the message I send will actually reach the other user.Thank you for help!

@Setione The easiest way is to give him 5 points in any 5 of his messages. And this will solve your problem.

@cepxak He only has one message. I know I could ask him to send four more messages, but that’s not really what I was trying to find out.

@Setione I checked, you can read and reply with 0 reputation. Most likely, the restriction is only on starting a chat.
