looks like just some kinda preset for geo dissolve? you can achieve this pretty easily just setting some low dissolve alpha value and playing with the motion fields. geo dissolve itself is already included with poi pro
Stop using WinRAR. It often creates corrupted zips or does not properly unpack archives, leaving you with missing files.
Use 7zip, it's not 2005 anymore.
