I see the issues, it's around the pelvis, thighs, and stomach shrinking the hips to not mess with weight paint would be your best bet and to not have it looking odd.

making a blendshape too shrink the body so the clothes dont clip is super simple too do, its not hard whatsoever, (i would do it but rn im busy with another model)

I cannot do it, so if someone knows how to either make the blendshape or make the clothe fit then that would be nice
