Booth outfit blendshapes

So I'm wondering how do you make an outfit follow blendshapes, whenever the chest gets bigger or smaller. The outfit already has modular support as well

If you haven't already figured it out, Modular Avatar makes this pretty simple. Just click on the clothes you want to follow your avatar's blendshapes and click Add Component in the Inspector window. Type in "shape" without the quotes and select MA Blendshape Sync, then click the plus icon on that new component and select the blendshapes you want to copy by expanding the relevant sections and double-clicking each blendshape.
You may have noticed a few other options when searching "shape" to add a Component. If you want to do the same thing in reverse—for example if you want to toggle on a set of heels and have the avatar's heels blendshape match them—select MA Shape Changer instead. Select the blendshape as before, then change Delete to Set and enter the correct blendshape value to match the heels.
Sometimes the Scene view does not accurately reflect what Modular Avatar does to the blendshapes of your clothes or your avatar, so in that case I normally save my work, switch to a different save and back or reopen Unity (usually switch to a different save then switch back, as it's faster).
