I dont know how to fix this, i've been looking on the internet and i cant find the way to do it

Select the armature, go to edit mode, select the neck bone, go to bone properties (as seen in the image), open relations then choose chest as the neck bones parent.

I'm not a master at blender so if it's wrong my apologizes.
