Why are nipples sold separately?

Hello sorry to bother anyone, but i was wondering if anyone possibly had This by any chance I don't know why the nipples are sold separately <.< it's weird like buying a pack of batteries. i would have got it myself only i normally pay through paypal, which doesn't allow r-18 items.
