That looks like a weight paint issue or the toe bones are in a spot they're not meant to be.
Based on what you wrote, its likely weight paint. Data transfer doesn't always work, it likes to be an ass sometimes.
Just go in Blender, go to the body, find the weight of the base bone (the one that shouldn't have any weights on it and it just controls all bones in model when moving it) and just simply delete the weight of that bone (In the menu. DO NOT delete the actual bone.)
Then find the weights for your toe bones or foot bones that are actually weighted properly. Dupe it (after you delete the weights for the foot/toe bone that ISN'T weight properly), then click the arrow after clicking the dupped weight for the bone of the working foot/toe, click on either "Mirror Topology" or the one under it. One of them should work properly. If none of them do and the weight looks weird on the foot after checking it in Weight Paint mode. Just manually paint it yourself so it matches the foot that is working.
