Does anyone know if this avatar is a commercial avatar or a custom one?

Recently saw this person on twitter and found the avatar incredibly cool, does anyone know if this is purchasable or is a custom made avatar. I'm more inclined to thinking it s a custom one but i'm posting the here just to make sure.
