Just as a tip: If you can't find this, you can get a similar effect by using a shiny matcap in matcap slot 2 and playing with the alpha (transparency) slider until you get the sheen you want.

@tenderwater I'll do my best to explain it simply. If you click something in your avatar's hierarchy (the list on the left side where your avi and all their associated parts is), you can see that item's shaders on inspector (the detailed panel on the right side). If you then open the shader's settings by clicking the little arrow, you'll see ways of changing different aspects of the shader, such as the color settings and alpha (transparency) settings, and additional features like adding glitter effects, etc. One such setting is called the 'Matcap', or Material Capture setting. This essentially lets you put a 'material texture' overtop the surface of whatever this shader is affecting. Because there are a few slots for Matcaps, they stack differently, and I've found that Matcap 2 (slot 2) tends to have the best effect for things like shine/sheen/gloss over a surface.
To summarize:
-Click the thing you want to matcap in the leftside hierarchy.
-Check the shader in the inspector until you find the matcap feature and, if needed, click to enable it.
-Click and drag a matcap (you can find these by searching here or just using some that came with your avi) into the little square space there and the program will start using it.
-Adjust the transparency/alpha to make it more or less shiny. -

It should work well enough yes, in my experience the menus of liltoon/poiyomi are organized differently, but the contents are mostly the same~
