Avatar's toggle not synced in MMD world

For some reason, my avatar (Shinra) Toggle did not synced in MMD world in others's view, still synced in mine though. She remain in her default outfit in other's view, even though i already change outfit. This not only happen to outfit but all toggle include jewerly or cat ear/tail, etc.
I did see this problem in another public shinra before, so im not sure it's bc i set toggle in wrong way (im using both radial and normal toggle), i did check her parameter setting, both set as saved and synced.
Really need advice, thank you a lot if you can help me fix this bug TAT
