Can you make this avatar in quest version? i have it in pc version.

I cannot provide but if you use a combination of vrcquesttools and possibly crunch compressing textures you should be able to do it quite easily.
https://github.com/kurotu/VRCQuestTools
(select avatar, go to tools, vrcquesttools, convert to android, remove some physbones if there are too many, choose wisely)
(if the file size is too big, go to textures, select all, lower resolution and crunch compress 100)

The problem is the texture/materials. It cant be change to toon lit or mat textures
