Is this just the Wet Body effect? I do have this asset somewhere already, I'll have to test a bit. Also I'm pretty sure the base is a custom Leefa, but not 100% sure
Stop using WinRAR. It often creates corrupted zips or does not properly unpack archives, leaving you with missing files.
Use 7zip, it's not 2005 anymore. -

Sorry- I reversed searched and thats how I got the XIm pretty sure yes, it should just be that wet body effect with a couple of lighting using liltoons(backlighting, reflection, rimlighting, etc) and Matcaps.
Tried it out myself, looks pretty similar
(The world lighting also makes it better obviously) -
