please don't ask me about this avatar T^T I didn't "fix" it I did the bare minimum I also heavily edited my version.
Yall can do what I did and go though all the toggles with https://shatteredfur.gumroad.com/l/vrctoggle

bump for instructions. Apparently they're on the download page of the avi If anyone can share. I noticed by looking through the animator that the toggles were made with a tool called Av3creator. I don't know if it's needed but it's a paid tool and I only found old versions on here and importing them did not fix the toggles.

Going into play mode and looking at Vrcfury's generated FX controller, I noticed that the toggles also check to see if the "HasLoaded" parameter is true before the toggle works. I was able to manually turn the parameter to true and verify that the toggle works through gesture manager after that. Don't know which layer is driving that parameter though. It doesn't appear to be the "HasLoaded" layer. I also am unsure if this is because of a missing dependency or package. Or if there's just an incorrect setting in unity, maybe intentional from the creator to stop people from stealing it.

I have figured it out. I don't know if this was the intended way and if it will cause issues later but everything appears to be working. Click the avatar in the hierarchy and open the FX animator found in the inspector (ONYX FX). Go to the HasLoaded Layer. Click "Local" and add behavior->Parameter driver. Have it set the "HasLoaded" parameter to True (the checkmark). And do the opposite for "NonLocal". Set "HasLoaded" to false (no checkmark).
I had seen the IsLocal/NotLocal parameters before on other avis when editing. Not sure exactly how they work. But noticed they usually drive other parameters also. Looked through another avi that wasn't set up quite the same but that still helped me figure it out.
