Model or clothing changes size when in game/gamescene

I have the chiffon model and the legs or clothes (its happened with 3 peices of clothes out of 4) shrink in game scene and in vrc and the clothing on the legs are either too big or offset and i cant for the life of me figure out why. Nothing going on in the blendshapes so im really lost.
Hard to see but the leg sticks out and the bow doesn't fit the leg anymore, it shows up like this in VRC
