use an online image editor if you don't already have one.

@Moondaisy Okay so quick unity tutorial:
How to add Glitter in Liltoon by:Damnation

Have liltoon installed
Click on the material you want to change
Here Select "Advanced" instead of Simple
Now you have these new options, click on Glitter then Enable it
In the Color/Mask you can put a mask if you want only specific parts of your avi to have glitter (useful for nails, eyes etc) To make a mask just black out everything on the texture except the thing you want to be affected, that you usually leave white
You can change the glitter shape if you make a black and white image with your desired form (or a transparent png I think) and put it as a mask, disable shape if you don't want to use it
Play around with the settings that I didn't mention until you're happy
