I'm still thinking it might be a rindo, but with different blendshape keyed up to make them look different. The only other base head I can see that looks similar would be https://starlynn.gumroad.com/l/starlight-anime-head

Yeah, giving it a closer look, it's definitely just a blendshape adjusted Rindo. The hair is the same, the facial shapes are still somewhat the same despite being tweaked. What really gives it away for me is the eyes and hair. The eyes/face texture is definitely its own thing, but the actual shape matches, and the hair is (or at least is near-identical) to the base Rindo hair with adjusted blendshapes.
