I have the armatures merged together but the hair won't move along with the head.

the first one uses this for the body! i was trying to find the pixeldrain link that was originally posted by someone but as soon as i referenced the post onto another thread that was looking for an avatar like this they mysteriously deleted it for some reason unsure of what the peen uses but does look like a horse peen though

I might give the blend files another shot then, I'll bring it back as a package so that way it has all the needed textures
