It seems to look relatively similar to Ruaidri's fur nodes. But i wouldn't call Ru's fur "procedural" because you'd need to add and groom the fur manually.
I have it saved off kenomo back in the day, if it's of any help, here:
Setup is rater finicky and glitchy at times. So if that's any different in that overpriced addon then it might justify at least a portion of its price. -

Im honestly just gonna buy this one

@User190387 not sure if it's possible to optimize it given that both are likely using built-in blender feature with instancing. But i'll be glad if i'm wrong.
@Hornwell from seeing the videos the fur works in real time with pretty good fps
