No idea, probably a custom coat but you can get very similar results if you recolor this coat in Photoshop or something
It's also the primary coat you should use for creating Sinners' attire but that's info for whenever I decide to release the LCB cosplay assets guide (links to lookalike clothes, hair, etc)

This is most likely a custom coat texture. My advice is that from what i've seen for solemn lament cosplays, they usually put on a black coat and call it a day, the accessories like the coffin or the guns making up for the rest of the cosplay.
another recommendation is the coat Asset 'Guidance', below is a showing of it's texture being turned into Angela's Coat, And i can see it also being repurposed into a Solemn Lament Design if anyone with design replication skills wanted to give a try at it. The handkerchief accessory that is linked in the description would also work pretty well for it.

to follow up there is a reference sheet that 'XC_Chen_cxr' on twitter has posted for their solemn lament yi sang, it should be a good point of reference for anyone wanting to copy the coat design.
I'd put a link to the exact post or image, but i don't really want to get in potential trouble doing so, But you should be able to find it easily by scrolling down their media tab.
