I had the same issue and found the fix for the quest upload,
I downloaded this to add to the unity project, from there I changed the texture size of just the Base Color to 256, it is originally at 512.

if no one know how to do thry's, all i did was add vcc avatar compressor and d4rkAvatarOptimizer
