I think my issue is something to do with the armature link? I am completely stumped. I've even tried renaming the bones to match and they still move incorrectly...anyone care to help?

@Runka How so? Was it something to do with the armature? Im fairly certain it isnt the blendshapes because they work.
Seconding that if you have the time could you see about sending files for your version (Fixed) of the dress? It'd be greatly appreciated.
