Can someone (possibly blender-) rig this Female Dog Furry?

This is an FBX model that... seems to have nothing at all in the case of being ready for a VRC avatar.
Is someone able to work their magic to fix this up like.. in blender?

There are only minor unrelated bones missing (boobs and cheeks)
but everything else can be just be set up in unity. -
ALSO!
you may have to fix the height in the unity fbx rig thing -
the rest of the files'n'such is for further editing if anyone wants
