Worlds are not suppose to block anyone. It is against TOS.
Granted, some worlds have a PIN or Language-Specific Question before the users can truly enter.
I've stumbled upon some Japan worlds, which ask 3-4 questions, and if one were to be wrong, it soft locks you out until you reset your World Save data. As I haven't entered the prior linked world, yet, this might be something you're experiencing?

@goAwGO Not trying to argue, as my experience with rules using whitelists for access is cut and dry... Recalling to a live stream QA a couple years ago, and it's brought up once in a while, Tupper and others have said it's pretty clear.
All worlds uploaded to VRChat are to follow the guidelines.
While that's said, I DO see a reasonable argument to have a limit-access White List for Testing.
But, to block a region, or a specific group of people, because "reasons", is surely against TOS.

@Aonix If I manage to do it I'll DM to anyone interested or even host a unity package and put the link here... If the file is small enough.
@UnrealFerret if all is well with the project, a dm would be nice!

@ku0118 I tested it and found a simple method.
You just need to change the game language to English and then enter that world. -
