I know someone who can. She's been all over the ripperstore AND has worked on many Tails models for her own use. (All female, all tasteful, mostly private).
She can rig models.
She goes by: ALilRotten
But I warn everyone, she's a recluse. There is a chance she might say no because she is already fixing up a bunch of other models.
Would love to see this come for Unity though. -

I'm not a fan of these models, but as someone who likes seeing female Tails (Not this kind, but what can you do.) I decided to look it up and what do you know, there were some. (Just... overly thick ones though.)My point is...
