Creating an avatar based on a reference

I want to create an avatar based on this reference, but I'm having trouble finding the right assets. Most of the bases have too big breasts, and I can't find a similar hairstyle or head. The resulting avatars are too e-girl-like. Can someone provide some suggestions on how to create this avatar?
