So ya'll are going to laugh about this. there is was a windows update that is not opening compressed archives properly.

If you use 7zip to unzip this, the prefab is indeed in there.

I found this out when I was like....the download size does not match what I am looking at. After using 7zip to view the archive, it revealed the hidden files. I don't know why this is happening, but the first package does indeed have it in there when you use a 3rd party compressor rather then windows default to uncompress.
