That's Dogzeela's Loona Type B model, which seems to not be released to the public yet (only to other Blender artists), from what was said in a WIP from a post that has this photo from 16 days ago.

That's because, as I said, it's not released to the public yet. Which is why you can't find it.

it isn't a unity ready avatar. none of that creators models are. it's extremely difficult to convert from blender and to set up for unity.

@SuggrRush wow i'm surprised thank you for the info, it's been over a year of people asking him to port his models to vrchat. i hope he doesn't put it off or pull a cryptia and make people wait over almost two years. i've tried rigging his renamon model before and it was just too difficult for me to figure out

@chewtoy They've mentioned wanting to port their models to vr many times and never have, some people have privately ported them but they gatekeep. I think they've been pulling a cryptia for a while now.
@LeonSexKennedy yeah the only people i've seen that have successfully ported them refuse to help others figure it out and just gatekeep. i don't know why he is so lazy about it when multiple people ask him for VRC ports every time he pops out a new model. he'd make so much money as well, most of the VRC community don't even know of this guy but if they saw his work they'd 100% support him.
