First you need to have the avatar FBX this is important for animation masking. Second the components you need are only in the animator. Use the tracking component when turn on it will disable tracking, (use the animator mask so it will only do a left arm or right arm instead of the whole body). Make sure the tracking it normal when you load the avatar then when you want the Bondage then turn on the tracking (make sure it goes back to normal with wire defaults turn on). To get the real Bondage experience you can make it so it will turn on with a contact receiver and the person with the handcuffs doesn't have a way of turning it off only the other person.
