It started to happen around v3.9.X. VRChat "devs" are not able to fix it, as they don't care. I have been posting onto the official forums about this, as this happens quite often while working on my world, and they still ain't doing shit (I started working on my world last year october)...

Just hit ctrl+s for quick saving, shut down the project, restart it via VCC or unityproject shortcut, and reinitiate the uploading progress. It won't bitch anymore.

Should just be the tab to the right of the project folder with the default layout on the bottom of your screen.
