I honestly think the issue might have been the Avatar Limb Scaling plugin since my Unity threw a fit when I tried to upload to Quest with that still attached.

This quest port isn't pretty but at least it works. The unoptimized is as 1-to-1 as the Quest constraints would allow. I don't know why the eyes are fucked up, seems to be a shader issue. I also included the decimated versions from PolyTool but they are ugly as hell and will need work.

Id put in more work but my birthday is this week and I don't want to keep you waiting for who knows how long
