The base itself I'm aware of (Velnica) but it seems when I actually did look into this, the hair is a default. I was hoping someone can help me find this specific hair and/or if it's like a combination.

As for the rest of the hair, it looks like the creator has gone in with a mesh delete tool to remove the wolfcut from the default hair and then has scaled up the remaining spiky pigtails either in blender or with MA scale adjuster. ❤ I hope this made sense.
